Wegner on administrative reform: We are close to the finish line

Berlin's Governing Mayor Kai Wegner has expressed optimism that the administrative reform will go ahead as planned.

"We are close to our goal," said the CDU politician in the main committee of the House of Representatives. The state parliament is expected to pass the necessary legislative package before the summer break. Until then, details are still being fine-tuned.

Parliament's rights are protected

"It is important to me that we achieve an administrative reform that works well for Berlin," said Wegner. If there are still improvements to be made during the parliamentary deliberations, he is very open to them. Wegner assured that the rights of parliament would be safeguarded in the reform project. "I am very optimistic that we will find good solutions."

Reform to clarify responsibilities

He was aware that there were still discussions in parliament about the role of the conciliation committee in the event of conflicts between the state and districts. The question is whether the conciliation body has the final say or whether the Senate can override it in individual cases. "It was important to me that we finally have clear responsibilities in this city," Wegner said, citing a key reform objective. The fact that the complicated responsibilities between the state and the districts have come to an end is a value in itself.

"Historic opportunity for Berlin"

Wegner said that the administrative reform was a historic opportunity for Berlin. The project is an example of how a matter can be brought to a successful conclusion with the involvement of the opposition. Especially in times when trust in institutions is waning, this is a strong signal. "Only a few people believed that something like this would get off the ground after 20 years of debate."

Administrative reform should apply for generations

Wegner said that it was a matter of administrative reform that should apply for generations. The deliberations in the state parliament and the upcoming resolutions were only an interim step. The reform must then be made to work. The reform project includes a new state organisation law. The state constitution is also to be amended. Due to the two-thirds majority required for this, the black-red Senate needs support from the opposition.
